Runescape 2 turned into what Runescape 3 is today. They built on it and modified it over time.

All rs2 accs turned into rs3 accs.

you use the same login for both games but you would be starting over 100% from scratch on osrs.

I would recomend you starting as a main, and enjoying the game a bit. and if you get into it, consider making an ironman. ironman is a lot of fun. but it can be extremely overwhelming. especially to someone who is already overwhelmed with how much the game has changed in 15 years.
