Honestly at those levels, just questing and stuff with minimal gear is gonna get you the furthest, itll get your stats up and eventually get into doing some barrows for your first "bossing / pvm" for gold.

If I had to suggest something to make gold for you right now id say do Bounty Hunter Looting in the Wilderness.

In all my time playing RS, I always found skilling to be the best way to make my gold. Usually a google search on each skill will show you the most profitable with current GE prices. I know if you are willing to put in the extra effort mining and fishing are both great!
