Dumbass kids with nothing better to do steal the lowest social class kid they can find's sneakers and tie them together and then throw them up on the wires. Therefore pushing the poor child's parents back into poverty since they have to purchase another pair of sneakers. Thus making the dumbass kids feel superior in their whimsical world.
