Impossible to say to only one, that he/she is the best, it would be very incorrect towards the others.

I can mention only my favourites (but I'd never state, that they ar the'best', since it is subjective)

Rowling gets a bad rap from experienced readers and I don't know why. Admitedly her first few books were childish but they were supposed to be (being children's books and all) but she changed the writing style as her audience got older and I think that takes a lot of talent. At the end of the series she had an interesting story with a number of interesting charecters and in the last few books took on a number of complex themes and I think she did quite all right with them.
