He wasn't "evil" but he hated muggles when he was a kid, because of what they did to his sister, and because his father went to Azkaban for ( i think he tortured the muggle boys). When his sister died, he became less crazy. Makes perfect sense.

But he did not act upon them, and he aknowledged his yearning for power as a big flaw in his own personality..
