Most of these people are idiots and have no idea XD. No part of the book is more important than the other, you can have a great plot with horribly developed characters and it will be boring. Similarly you can have awesome in-depth characters with a horrible plot and the book will be stupid. A great book, and a great story, is the convergence of the collaborative coordination of BOTH a great plot and well developed characters, both EQUALLY as important as the other. Most of your great books are developed by a small team of some sort, even if it's just you and a friend. You need a good plot, and you need well developed characters, so split it up. You can start on either end, but the story won't get going unless it has wheels and an engine. I'm a published author, if you need advice, I would be glad to give it to you, noone gave me advice and I had to learn the hard way, PM me if you want some ideas.
