going to be a new hobby of mine hopefully and im wondering what's a good one for an amateur. (pretty much the best camera for the cheapest)

best and cheap never go well together
any entry lvl DSLR is good nowdays, suggest getting a 50mm f/1.8 lens extra tho, it is superb and you will learn loads from playing with it
don't get the cheapest extra's tho, like tripod, memory cards etc, spend a little more and get decent 1s

I bought a refurbished Nikon D3200 from Cameta Camera a week or so ago and Im super thrilled with it. It was practically brand new (140 pictures taken when I got it).
It was $475 which is a good bit cheaper than the new price.

i bought the nikon D5100 open box for 500 with the lens kit. gota look around before you buy something

canon t2i and t4i are solid cameras for the price.

id skip the t3i it doesnt add much over the t2i. just some useless features.
