This was obviously not taken straight from the camera... but I think the post processing is beautiful and would love to learn to make something similar..
Anyone would know how to?

Smoke/cloud photoshop brushes would do it pretty easily..start with low oppacity and work your way up till you get the desired effect. Google will have a lot of free brushes to download. Some sutble smudging might help as well.

I would go with what Eric said... try something like that? I haven't used brushes in photoshop for ages. I lost them all when my computer died on me :lol:

It depends on the viewer, I used to do photoshop and it was poorly done.
Theres no Bg the ground is clearly fake the horse is a render and missing a foot.
