http://www.amazon.com/Nikon-D3100-Digital-18-55mm-3-5-5-6/dp/B003ZYF3LO/ref=sr11?ie=UTF8&qid=1320628995&sr=8-1

Best for that price.

Even though i'd say save up some more and get:

http://www.amazon.com/Nikon-D5100-Digital-18-55mm-3-5-5-6/dp/B004V4IWKG/ref=sr11?ie=UTF8&qid=1320629046&sr=8-1

Yes it is absolutely worth the extra 200$.
In the entry level market nikon is better than canon(don't mind the name, i'm not a nikon fan, i shoot canon lol).

Most important advantages of the D3100 over the t3:

Larger screen
higher res movies
lower noise
larger sensor
more focus points
more megapixels
better image quality
self cleaning sensor and more..

There is really no challenge in my opinion.

If u had a higher price range there would be many more camera+lens choices.
But D3100 is the best run for your money
