My friend and I are building a studio and I don't know anything about it.
We have around 1000$ budget for the lights and everything else. What would be the best to start in your opinions?

Clamps, depending on that, may be WAY better than stands.

would suggest you use speedlights (yongnuo yn 560's) and not strobes
its smaller / lighter, no cables, and has more uses

And we were thinking about a constant light in a softbox, because i forget to mention that my friend want to use the light for his video too

Depending on how fast the video is, you might be able to get away with constant lit studio strobes. I know the strobes that I have seen put off a rather bright constant light so that you can see what the light will do before the flash is actually fired.

Do you guys have any light package to show me?

How much of the ware house u gunna use for the video? If ur gunna use the full warehouse ur might need more then 1k for a good set up.
