Any suggestions? I'm definitely on a budget.

Filters only protect lens nothing else it is used for.

You fool. Filters can do a lot of very useful things. That being said, most of those things can now be done in post op.

not true
ND filters are very useful = decrease light so you are able to use slow shutter speeds in bright daylight, great for streams / waterfalls etc
Polarizing reduces reflections and improves colours

how about this one?

Do you guys go .6 or .9 typically? Say I was shooting a fountain and I wanted to blur it with a 1/2 second shutter or so.

tiffen are good

depnds on how many stops you will need to reduce by
ND 8 (0.9) is usually a good choice

ND2 0.3 = -1 f-Stop
ND4 0.6 = -2 f-Stop
ND8 0.9 = -3 f-Stop
ND16 1.2 = -4 f-Stop
