I use my friend dads camera and he has a Nikon d70, why does it take more time to short in low light places with low iso?

Must be the autofocus. Low light gives it a hard time.

I think he meant why does the exposure time is longer when it is dark out with low ISO.

Back on to answering it.

ISO is the sensitivity of the censor to light. The lower the ISO number, the less sensitive it is so it would take longer to expose an image correctly due to lower ambient lighting given the same aperture.

this, so i always try to keep a low iso because the picture quality is better.

depends, imo sometimes its better to loose quality abit with noise than sharpness.
