since ur price for a camera is so low I am guessing you want a point and shoot?
If so try
Sony Cyber-shot DSC-WX5
Canon PowerShot SD4000 IS
Nikon Coolpix S8000
One of those three.

canons G series are great (but not sure of the price in your area) have tried the G9, G11 and G12
nikon P's are also good used the old P90, now they have the P500 and P7000

e: think if that is all you will spend a point and shoot is better, to get a dslr and a decent macro lens would cost alot more

buy a canon or nikon SLR for around 600-700 then buy a tamron 90mm 1:1 macro - i used to own this lens on a d200 its amazing for macro.(macro is close up) - it is better and cheaper than the nikon equivalent (because i owned 105 nikkor macro too :P)

that will be your best bet. the lens is sharp and clear and gets awesome reviews. the camera body is up to you... what the best you can afford really.

the lens is the MOST important thing for close ups. so pick a good one and buy a body that is still within yourbudget as the lens is more important
