I think.......
Not quite sure cause I have very little experience with night shots..
But try with shooting directly to the moon, so your sensor adjusts the light to the brightest source.
Also use a tripod and get a longer exposure to get as many stars as possible..
I could be wrong but worth trying :)

The problem is that you're trying to expose for both the stars and the moon. Current DSLRs simply do not have the dynamic range capable of capturing them both in an area with light pollution without it being blown out.

As for the flaring.. Are you using UV filters?

MtO, I am using tripod and I had 30sec exposure, focus was on moon yet effect you can see :-/

Eek, no im not using any UV filters just my old 18-200mm

If i zoom in on just a moon the light from it is so strong i can see thing on photo...
I guess I will have to try more and more ;)

Well then your len flares very easily.

These are my prior shots, try mimicking my settings and see what you get.

if you are shooting the moon and stars, rather do it when under 1/2 moon as full moon is too bright
