So I'am working on a project with close to 8k pictures. This is being done for someone else. First of I scanned all the pictures
into the pc where I placed them in organized folders according to the album they came from.

Are there ways to improve the efficiency of this project? I have not done much research on this but,
I must admit it's a pain having to name every picture and than throw into appropriate folders. It took
me about 4 hours to do 150-200 pictures.

If you haven't scanned everything yet, do so. You should organize all the pictures into folders by face recognition first after they've been scanned, then batch-name the photos inside each particular. Copy/paste cannot be avoided on photos with multiple family members.
Now my question is: are you categorizing sub folders on each family individual per album or is it simply altogether, ignoring which album they came from?
This should take you about 40 hrs to do. 8k photos is a lot.
