Lens prices rarely ever go down, they actually appreciate in value. Even if a new 24-70L MK II hits the market, the Mark I will not drop in price.
There are alot of macro lens for the canon mount.
Canon 60/2.8 Macro
Canon 100/2.8 Macro
Canon 100/2.8L IS Macro
Canon 180/3.5L Macro
Sigma 105/2.8 Macro
Tamron 90/2.8 Macro etc
Also, on the other hand, you can get a set of Kenko extension tubes which reduces the minimum focusing distance of your lens.
A 24-70 will bring better IQ to your images yet offer roughly the same amount of range as your kit and 50mm prime lens. If you want something totally different, i suggest a telephoto (Canon 55-250 or a Canon 70-200/4 non-is), a wide angle (which i think you have already), a Macro (which you are considering), or a fisheye/ tilt/shift lens.

eebay, Kijiji, Craigslist, PoTN forums, and FM forums are few places where you can buy used equipment. If you research and look for good deals, you can buy used.. use them for 6-12 months and still resell them with little to no money lost if you baby the lens ofc.
As for the difference between 24-70 and 70-200/4.
24-70 = speed, heavy (it's call the brick for a reason), great general walkaround lens.
70-200= range, telephoto compression, attention (being a white lens),

If you want really small DoF, primes are your best bet. 70-200 on a cropped sensor is like 120ish - 317, which is an awesome telefoto range. Ever wanted to shoot people without them knowing? F4 isn't bad. It's a really solid lens. You can try purchasing a lens on photo.net, photography-on-the.net, or even fredmiranda.com (eek and I have an account so u can do it for free, at least through me). Just one thing to remember: just like with used cars, if someone is selling a lens it's because they 1) found something wrong with it 2) found something better 3) really need the money. Search for only #2 or 3.
I find it easier to get candid shots with a black lens then a white... 135L ftw
