you will struggle to get anything decent at low light for your budget, the things to cosider are :
1) the file type it records in, alot of the cheaper models wont record in a format that can be edited by windows movie maker (therefore you need to buy software)
2) alot of the low end camcorders say they are HD, make sure the one you get is 1080p and has a hdmi connection (believe it or not some cannot connect via hdmi cable - therefore meaning you cannot watch them on your hd tv)\
3) low light performance is key, go to your local store and see what they say, i know very little about low end camcorders so i cannot help.
4) alot of them have fixed focus which means when you start recording you cannot re focus, im not sure if for your budget you can get one that can refocus but if you can it would be a massive bonus. (basically if you are filming skateboard or sports when you start filming they will be in focus but as they go further away they will blur )
hope some of that helps
good luck
sure thing it helped

thank you
Lets see if anyone else can point me the right one under this budget, i dont wanna just go to a store and be influenced by w/e the guy with a suit says ..
