I'm assuming layers... but you should probably have removed that red eye first....

layers? :D

well most of the things in photoshop are happening on layers.

I made 2 copies of the original layer

Copy 2: Soft Light 70%
Copy 1: Soft Light 70%
Original: Lighten 100%
(layers in that order)
