In the photography world "you get what you pay for" applied to every piece of digital recording software in the modern age today.
This means if you buy a $150 camera, you're going to only get $150 worth of quality, options, everything.
Here's a VERY small list of cameras under $150.
I really wouldn't recommend any of them.
However, if you move your budget up a slight bit to between $250-$300, you might be able to find a worthy camera that will find a MUCH larger variety to chose from:

any canon or nikon DSLR is good tbh... im sure you can easily find one for 150 that will do the job
