What do you mean by clear? The easiest option would be to clean the lens and make sure the subject is in focus.

low iso number and bright sunlight, even cheap point and shoot cameras can take really high quality pics when u got enough light, but when it gets even little darker(like normal room light) then u need a good dslr. Dslr cameras have other special features over point and shoot, thats why you should get one if your really into photography. If u want quality like in that pic of the chick in ur sig/ava you need good dslr camera, good lens for it, studio lights, photography skills and photoshop skills.

Clear?

Well, you need good gear to get clarity.
A $1000 camera is OBVIOUSLY going to have much more clarity and detail over a $300 one.
The lens also makes a HUGE HUGE role in the clarity. (If you look at some of Futurama's old shots, and compare them with his new lens, you will notice the new lens is much more clear.)
It all depends on the censor and lens glass grade.
"L" grade Canon glass is the highest grade, and will provide the best clarity, while other lower grades may not.

Ah, I should have been more clear, my apologies.

I mean edit a picture to make the quality a lot better, more clear.

Hey! Don't diss my good old walk around lens :p
Optically it's still whole a lot better than those 18-55 kit lenses ^^

uhh... just change contrast, sharpen and resize the pics BUT often those methods wouldn't help if your pictures are way blurry and crappy and often you could see if a picture got sharpened... I mean you can't sharpen something that aren't even there
If there is actually a way to make crappy pictures look all sharp and natural people wouldn't buy all those fancy DSLRs :p

Can't change clarity in post processing, you can however boost contrasts, saturation, sharpen etc. etc.

I know Lightroom 2 has an action that does all of this at once and can give a more clear effect.

That's shooting RAW. most "inexpensive" cameras don't shoot in RAW.

I though the question meant how to make a photo more clear, it's impossible. You can't.
There's however ways to give it a more vibrant and clear look, but it wont actually be straight from the camera clear.
I said to do this, you would adjust contrast, saturation etc.

I could be wrong, but it's just my thoughts.
