i'd say a plane but thats a bit far for a plane to travel across the horizon in 6 secs :s dirty lense or perhaps camera somehow got reflection off the water(idk if thats possible from where ur standing)

The light is reflecting in the filter and the censor is picking it up

Yes ... agree. I think this is probably lens flare ... take the filter off. You don't need an ND at night anyway.
