So I've been looking up some Zoom lenses for my new DSLR.
Now, I have only found a few that have "IS" in them.
Whats the difference between a lens with IS, and one without?
Will I only get blurry pictures from the camera without IS?
Or is it possible to get decent pictures with a Lens such as:
Canon EF 75-300mm f/4.0-5.6 II USM Lens

here is the answer to your question about image stabilizer:

it only helps you taking sharp images in low light or telephoto or of moving object
its very handy but not a must

basically IS counters camera shake on long shutter speeds.
You must know something beforehand: the rule of thumb to use to get sharp images is to use at least a shutter speed to match your lens focal leght (ie: 200mm = 1/200 or less)
IS helps you to take photos with slower shutter speeds.
It won't help you with moving subjects though, it only counters your movement.
It also helps to frame the image with longer telephoto lens.
With IS you get a much more stable image.
To answer your question:
It's perfectly fine and doable to take pics with ISless lens.
The first lens you listed is crap, the second lens is fantastic, the third one is ok.

I got that third lens on the list, i hate the slow focus on it, since it has no usm. If i remember right its really sharp at 55-200, but 200-250mm its not that sharp, but still usable. I got some sample pics if u wanna see, but if ur shooting at moving objects u should get lens with usm and imo then no need for is. I remember hearing that is can do u harm if shooting at moving objects.
