hi,
i need the following picture (link at bottom) touched up, as you can see its quite blurry; i need it to be almost perfect if not perfect quality and be able to be printed out at a standard size, (6cmx9cm) for an example.
some writting at the bottom would be nice aswell, something like "LD 4 LM" but a love heart insteed of the 4 of course.
wont be overpaying as its a pretty simple job.

its way too blurry to get good quality from it, allso its so small u could see pixels from print

allready tested for fun how much could make it better and nearly no change till it started to look really unatural. Ur just going to have to use that pic or take a new one. But if u do only 9x6 print it naaturally wont look that blurry since the pic will be smaller

You really can't do that much to it
I sharpened and tweaked little bits to pull them out, but then had to drop the image size to half to keep it looking realistic.. anyways here is what I came up with.

I can see pixels on that on my monitor, as printed it would look horrible.

If a picture is low quality, you cant make it high quality. Simple as that. im sorry..

Yeah give me a extremely large picture to start with and I could make it look way better.

Also when printing to make it not look like shit you need to turn up the DPI which would make it even smaller yet
