Not really sure how this works.. but I found an old photo of a relative who recently passed away. Photo is very old (1971) and worn out with some sort of blue ink spilled on a part of it. Is there anything someone can do with this and how much fg for this service? I have taken a picture of it on my phone

The photo-to-digital conversion will be crucial here. I would take your photo to a place where they have specialized scanners just for these conversions and be sure to tell them not to compress the converted image.

Then upload the converted image to a hosting service that won't compress your file, then DM the URL to me.

I have a small amount of time to complete now I’ll let you know cost once I see how bad it is.
It would be best to scan like dude mentioned above but I’ve done this with photos of the photo before, just won’t be as good.
