why are you planning on cropping? if 200mm isnt long enough id recommend getting longer lens or 1d for its 1.3 crop factor.
if you are looking lenses only by whats "better" your reasoning for picking up the lens is faulty. think about your needs(2.8 vs 4 vs prime) and then look what lens you can get that serves your needs. if you need 2.8 and canon 70-200 2.8 IS is too expensive, then get some other 2.8 zoom and dont even think about 4 IS. if you need IS over 2.8, then dont even think about 2.8 zooms.
