a used canon a-1, you can get them real cheap in a good condition
or if u really want digital i'd just go with canon 450d, and as blizzard pointed out, get a 1.8 50 mm lens for it

I don't have anywhere to develop pictures.
How much does it cost average at stores?

i pay around 15 dollars to develop them in a local studio. it differs from store to store.. or in this case from country to country, since i take it you don't live in turkey. you should ask around.
in my opinion you should look into film photography, it really makes you focus on the shots you are taking (especially when you're broke and can't really afford to buy lots of film) there's a bunch of other equally good or better cameras out there i guess. i found my dad's ancient canon a-1 recently and it's amazing.

I'd get a used D40X. It was my previous camera. $300 it should be with lens/battery/memory card. Won't depreciate as fast since it's already low. Then you can decide to upgrade or ditch the hobby.
