thats not really how it works. with raw you can tweak the photo before its converted to jpg file and since raw format is lossless you can adjust it more without lowering the iq before turning it to jpg that has slight loss of information, but the information loss of jpg is something you cant see unless you start editing it. for example jpg loses info you cant see on dark and light tones(from each color channel) that arent visible on the picture, but you can bring that info you cant see on on raw editing and you cant get the info if its compressed to jpg on camera(or on photoshop after raw conversion)
