2- Read up on some compositional tips. 9 out of 10 times, centering the subject (in this case the dog) is never really appealing from a compositional standpoint.

b- Opening up the aperture (smaller the number, the bigger the aperture.. aka faster)
There are a few ways to keep the moving subject sharp.. well increasing the shutter speed is obviously one of them. If for some odd reason you can't get a high enough shutter speed, panning is another great technique but surely takes practice, it does add an interesting background however.
I was out awhile ago practicing panning, excuse the chopped off wheel.. composition wasn't my top priority that day. Still not a "sharp" image but it was decent for how close i was standing and how fast he zoomed by.
