Yes. Some cameras have Hi 1, Hi 2, which are boosted ISOs. If your camera does not have any of that, then you will be at 400 for max.
Generally, if a camera only has up to 1600 ISO, they are pretty bad at 400 compared to those cameras who have max ISOs of 25k shooting at 400.
