We would not know which one the person entering the photo wishes to be judged, we cannot judge 3 from 1 person, and then 2 photos from another, it would have unfair advatgaes on the person with only 2.
You can "re-enter" though.
So if you take a photo, but then take another which you like more, you can re enter the new one.
judge all 3.

and theres no prize or award for winning.
i still get your point though.
its just that if you have a lot of ideas and you can only use one makes it sort of harsh.
sort of like someone telling you to color a picture and can only use 1 color!
