As stated earlier ... D40 or D70 ... which is great because you can pick them up second hand for pretty cheap AND they allow you to sync your flash at any speed. David Hobby uses them still (yes he still has the D3, etc.) ... and if they are good enough for him they will be good enough for you. (Really, do you need billboard size prints??)
I say get the more inexpensive camera, buy GOOD lenses as an investment, then as your ability grows hopefully so will be your pocket book. By then you will get into lighting because that is the difference between taking a picture and making a picture and subsequently is the difference between an amateur and a pro. Then retire your D40 or D70 to be a back up and buy a nicer, better, pro line camera ....
Just make sure you don't waste your money on DX lenses.
