im not getting confused... but nvm!!

Nah still disagree as long as the subject is still, and there is no wind, i think it would be possible to produce a printable print (lol) at 1/10 with IS lens.

Depends if you're shooting on film or digital, what ISO/ASA you're shooting at, what the size of the digital sensor/film is and what size you're printing at.

hmm it doesn't say which camera was used but I found it in a review of Canon EF-s 17-85 f/4-5.6 IS USM lens and my guess is that they used a EOS 40D

Well then it's only applicable for that sensor and lens setup. Yes?

yes, but it will differ from camera to camera of course!

Of course, but having studied photography, I was always told that anything over 1/60th needed a tripod. Granted we used 35mm film a lot more than digital.

I was just telling you what I have done and could do with my dslr and I don't think it would have been any different if I used another camera, lets say Rebel XTI, except I probably wouldn't use a higher ISO number than 800. With the same lens the images taken would most probably have been equally sharp at 1/10 sec, f/4 and with IS turned on.

with 1/25 sec, no is and shot with 50mm. I could make a4 print from this imo
