Low light will always produce noisier images than well lit, however low your iso is. I feel as if this was underexposed and you tried to fix exposure during post editing. Was it a sunset easternish shot or a morning westernish shot?
Did you crop this at all? Did you post edit the image? Remember that its always a good idea to shoot landscape horizons in thirds.

I had cheated a little in using the 'landscape' settings, it didn't look underexposed though before editing..
It was a E-S-E shot during sunset.
No cropping...
Editing done: a little sharpening, saturation, something called 'hue' to get richer blue, and color balance added yellow... I found it was the best to enhance the rainbow and make it more 'visible'.
About the horizon, I agree it looks awkward.... I didn't want to see the ugly road in the picture.... I should have just crossed the road though

Then I remembered it was raining still and I stayed under a big tree to avoid getting the camera wet.... (silly me
