how to make this would depend on the original photo. what about this photograph do you like and would want to replicate in your own work?
as for the processing of this one:
the final exposure "effect" in this most likely came from the slower shutter speed it was taken with.
if not, in photoshop, a basic high pass filter set to soft light and then masked would be a way to create the tonal highlights in the background.
the rest would be a short amount of time with lightroom.
to get the grain "effect", i would slightly sharpen the image, give it a fair amount of noise reduction and then add film grain. beyond that, its photoshop.
this photo has a cool temperature, and a violet hue. its greens may have been darkened selectively. it has elevated contrast and of course the highlights reaching white while the shadows never reaching black. all of these things you can do easily in lightroom with some practice.
also, my advice is to never use what is not essential when it comes to post processing. the programs that "make it pro for you" or the downloaded filters, theyll never get you to where you want to be as a photographer. shortcuts wont make you a pro or give you the same accomplished feeling as messing up ~10000 times and then producing something awesome.
this is all just my opinion.

First downloaedd every single effects, then I tried it.. it was just one button and worked.. and looked into it, how did they do that etc....
