I must use downloads very sparingly as I'm on a 3Go plan for my internet....

Then I'd definitely get a membership. It's completely worth it.

In the Main Menu click on "Image" and Choose "Canvas Size"

From that point this guide should help:

I am not sure I can help with the resizing part..

But I do know how to do a border in photoshop..

Wait, do you have photoshop?

Firstly, you have to change the canvas size of the image in photoshop. I do this because when adding the border it won't take any of the picture away. To add a border, you select the whole photo.. Ctrl + a. Then you right click and go to "stroke". Then you decide how many pixels you want to stroke at, sometimes I do 50 or 25 depending , but give it a try and see what works! :) you can also change the color of the border too. I can explain this all better when I'm back home. I am sorry if you don't have photoshop... I don't know if you ever got it or are still using gimp?

Okay, I think I forgot a step... Ill explain in better detail only by memory! If this doesn't work, ill get home and help you out then :). Okay, so for changing the canvas size so it does not cut off the photo, ill give an e xample. Say my photo is 1034 x 2058. I want to stroke at 50 pixels. I would add 50 pixels to both 1034 and 2058. Make sure that it says pixels on the end, not inches or anything else. I had to switch mine to pixels. Okay. So now we've changed the canvas size to 1084 x 2108. Shame on me if my math is wrong  . So for the stroke part, ctrl + a the whole photo and right click and select stroke. I think this is the step I forgot to tell you... I think there's an option to select the color. You can select whatever color, black or white. And check the opacity to make sure its not at 0 . You can also mess with this setting later its fun :D . Anyway, type in the 50 in pixels and let me know what that does! I have a feeling it was the color as to why it didn't show up, but I am not sure lol. Hope this works!

I don't have original anymore, since my old computer is close to getting full, I save over the original.... yes I know I won't do it anymore....
That is why I have a problem.. otherwise I'd be fine...
Is there a way to add a border to make it fit in a 4x6?
I still need a border tutorial....
