why that because you need to crop it anyways later because of the edges it gets? also you can use thirds grid on crop tool to check the horizon, so you dont have to rotate it multiple times to get the right amount of rotation
Doesn't photoshop have a auto constraint crop feature? I know lightroom 3 does when you rotate an image.
