it depends on how you use the lens. if you shoot static objects then IS > extra stop, especially since people dont usually shoot wide open all the time(200mm @ 2.8 will give way too small dof for most situations). you should use about 1/200th sec @ 200mm without IS, if you got barely light for 1/200th sec @ f/2.8, thats same amount of light as 1/100th sec @ f/4, but with IS you could easily use even 1/50th sec(thats one stop more than 1/200th sec and f/2.8 when you are using f/4 or you could use f/5.6 and 1/50th sec for same amount of light as 1/200th sec and f/2.8). I have heard people getting pin sharp shots even at 1/25th sec @ 200mm with the 70-200 IS. How even when shooting sports in low light then f/2.8 > IS because you will need to use atleast 1/200th sec anyway.
I have never had good luck with IS.. I have also used a 70-300 3.5-5.6 IS, but my shots were always blurred, even at 200mm on 1/100th.. But then again maybe there is just something wrong with me.
