A premade plugin won't probably help you much.
Tho you can use them (or just use the blur) on selected areas only and do the work by hand, that way you'll probably get something better.
Post an example of noisy picture, I might try and fix it, then tell you how to do so.
Here is an example. I can't show you the actual one I want to edit because I might use it for the photo contest.

I know I can change the settings to get a less noisy picture, I know what I did wrong there... but I just want to know how to edit as well... cause I know there's something out there, people have asked me if I reduced noise.. and I wonder what that "something" is.
Here is an example of a noisy photo I have taken.
It doesn't have the data in tact for some reason, it was a raw photo... I tried looking for a noisy photo that I didn't edit but can't seem to find one... and the one I could show you is one I am using for the photo contest...
