Yea it is steam, bountie. They're the cooling towers where the steam is released and let to cool down after it goes through the turbine and generates electricity.

Nuclear power creates almost no pollution.. The only bad part about it is the spent fuel rods remain radioactive for thousands of years and at the moment the only thing we can do with them is store them safely. Those giant towers are cooling towers where simple steam is released and it cools and pours back down and is recycled.
