Well it all depends how they are raised. If they are raised on a farm, they don't really need a leash, and when they are a pup you always tell them to "come here" so they are always by your side. In a house, however, it's a little different. The dog is seriously hyper and has waaaaaaay too much energy. It's better now though they let him outside to run around, but once he figures out how to jump the fence - he's GONE.
Yeah I guess it's much better if you have the animals on a farm or if you have a huge backyard where they could run around all day lol but the way you are saying about your bro's dog sound a bit extreme I mean even cats would return if you let them out unless they get hit by cars

I could be wrong but I think your bro is just too lazy I mean you should walk the dog at least twice a day and take a long walk in a park during the weekends. Those dogs I have seen here in the parks are soooo nice and obeying.
