Multiple Exposures.

Perhaps parallax motion then?
It it's movement that you're looking for, as if in 3D space, then that's what you want.

Hmm... that sounds very confusing. I'd need more info about what you mean on "It seems like the picture is focused on one person or object then it appears as if your moving to a different angle as if it's a 360 degree view."

How can a picture be moving? Is this a picture or a video?

No, it's not that. It's a picture that's in a video. If you can watch the youtube link I posted on the first page it will show you.

Ohhhhh I see what you mean.... I've done something similar with Microsoft Powerpoint.... what are you using to want your photo to do this? I am sure you can do this same effect with movie maker or something.

It's like fading out, but the picture isn't actually "fading" it's just zooming away or closer to the "camera", type of thing...

I'm using Final Cut Pro. Or iMovie HD or 8...or windows movie maker. (Also PS cs3, etc, if necessary). Yea..and idk it looks like it's focused on one point or object and that object moves around in the photo..if you get what I'm saying.

Um.. well, no, not really. I know it is parallax scrolling, look up parallax.
If you go to the wiki page, don't assume that it's about video games. There is nothing intrinsic about parallax scrolling that makes it specific to video games.
It's the visual effect the layers give, not the layers themselves.

It's a good tutorial for parallax scrolling in Flash CS4, but the concept applies for anything.
