I would do it at a lower ISO actually when using a longer shutter speed.

What looks good is taking a car at night. Setting your camera on a tripod and setting the bulb on. Then trace your car with a laser pen. When its all done you'll have an awesome shot of your car outlined in a neon light. Looks really cool. Going to attempt it in the next couple days.

I mean usually 30 seconds would be more than enough.
