Crop camera means your camera has a crop factor. The XSi (450d) is 1.6. This means a 28mm lens will look like a 28*1.6 = 44.8mm lens on a 35mm camera. Full frame cameras like the 5D and 1dsmkiii have no crop factor - meaning they have a sensor that is the same size as 35mm film.
To explain more - a 28mm lens still has a focal length of 28mm. But if it's on a full frame camera, the pictures will look wider than they would if the same picture was taken on a crop camera.
Often times people will say that the crop factor is an advantage because it gives you more length for zoom lenses (300mm lens is effectively 480mm) but really it's just showing less of the scene. It's not actually zoomed in any more - the focal length of the lens is still 300mm. The sensor is smaller on the crop camera, so less of the scene is recorded.
