A film camera. New or second hand makes no difference, unlike a digital camera a film one is still good, even 50 years after it was made. A nikon F released in the late 50's still produces amazing quality photos.
You can get a good film camera with automatic exposure setting for pretty cheap, and it will take photos better than any $1000 digital camera.

Anything can take decent photos, even a phone camera is good enough (Nokia N95 for one). A second hand Rollei TLR will take much better photos than any $3k DSLR, and will retain it;s value long after the DSLR is worth jack.
The water drip photo is incredibly easy to do, you just need good ambient light levels, a sturdy surface to have the camera on and a camera that can shoot at about 1/500th, which is any manual camera from the 40's onwards really.
I really wouldn't reccomend getting a new digicam for that price, it just isn't worth it in my opinion.
