It depends what images im looking that if i need to scroll horizontally or vertically, but i dont do either i just zoom out till the pic fits the screen, for some cases i need to use like 20%. If the image goes off screen you cant get the whole pic of it without zooming away and imo like 900 pixel wide vertical or 750 pixel high horizontal pics are big enough to see details as much as you need to.

I use Opera, and I use the "ctrl" and the scroll on the mouse. Then I can resize it like I want. I think IE an FF can do the same.
i use opera too and i zoom in/out from +/- , but its really annoying since i got the tab hidden that shows the amount of zoom and after zooming out to look some pic i need to look whats the 100% screen..
