The best place to start would be http://www.minecraft.net/community. Scroll down to "Forums and Communities" and there are many sites that all have active communities and I'm sure you can find a server section for most websites on that list.

But specifically, "high-quality" servers are posted and updated in this sub-forum: http://www.minecraftforum.net/forum/45-minecraft-survival-servers/.
