Just looking for a server that only have a few people or less playing on so that we can go off into a distance and build our own area and such.

I have a server, but its not exactly how u want.

We have mods, i am one of them, but the mods are GOOD PEOPLE that i hand pick.
We have monster spawns
We do NOT have freebuild, but we do use an economy to get what we will need
There is a town system that lets users create and manage their own towns which are automatically safe zones. If that sounds interesting to you.

He means no mods as in texture packs, hacks, leveling systems, etc. Not game moderators. I believe your "town system" is probably a mod of this type.
