I've bought from OGPal a lot. the first time it took a long time due to verification of my paypal but afterwards each transaction went smoothly.

Use GameCuu. I tried them out buying the cheapest possible and it worked out. They do it instantly and you talk to them personally before paying. After you pay you get your mesos right away.

Edit: I did this about a year ago.
