Requirements for qualifying in Hero League are a minimum of 50 games during the month and also being rank 1 (The rank part doesn't matter since Blizz recently fixed the 'bug' that made even top tier players lose their rank 1 if they went on a losing streak).

I managed to get #134 on Hero League this month and #62 in Team League....granted TL is so easy and screwy right now that it doesn't really count for anything. Plenty of noobs on there who just play a lot with different people.
