Chance is high that people just sell defrauded keys from key resellers sites.

They buy a lot of keys with stolen CC or do a chargeback within the timelimit meaning the keys will be removed or the accounts with those keys will be banned at worst.
Most people don't realize it because the keys they buy for certain games will be disabled once they finished the game.

Since it's allowed in some games there must be a way to guarantee that the keys aren't from those sites meaning Blizzard needs to add a gifting feature.

As it is now people trying to resell defrauded keys from those sites for a small profit they will end up with a Scammer/Locked tag once the first account gets banned/the heroes removed.

The only exception would be if people sell characters where they can provide evidence like a screenshot with some digits of the key and their JSP nick close to it.

Doesn't mean anything could be closed because "wrong forum", there isn't a mediator statement.

Some subforums allow keyselling others don't.
